Method
Verdicts weigh delivery and legacy on the balance of the evidence. "Delivered" means it did what it set out to do at broadly the cost and time intended. "Delivered, with lessons" means it works and matters, and its delivery or its gains fell short in ways worth learning from. Every figure links to its source on the card it appears on.
